If a manager puts someone on a performance improvement plan, make sure to get peer reviews from different people to check if the manager has a personal issue with that person, or if the person is actually not fulfilling job requirements. If so many people leave under the same manager, give some training to that manager about how to motivate the team and have a healthy culture.
