Practically impossible to get fired, hence people who do nothing. Sometimes teams of such people exist.
Travel and education are blocked most of the time due to cost cutting.
No working code of conduct. Toxic people are not addressed by management.
Invest in open source.
Get a working review system in place.
Figure out what it is you want to do and stop changing everything.
