Management is apathetic. The notion of moving engineers from one project to another, without any thought to expertise, is downright ridiculous.

Poor load balancing: Wrong teams are heavily staffed.

Sometimes the NCG sitting in the corner of the conference room might just have a good idea. So listen to valid ideas and don't play favorites.
