The company is pretty cheap. They frequently cut budgets, contractors, etc. There are few perks. Policies make it difficult to get work done on occasion.
You should keep employees focused on their areas of expertise and not get bogged down in things that they aren't good at. Hire some project managers, assistants, etc.
