The reviews are often a surprise. Team Leads determine the scores together with their peers, top-down. The story leading to the score is compiled after the score is determined. Lots of competition. Your score is relative to the others, so a good score now can be a not-so-good score next year. Because of the relatively high pay, employees will tolerate quite a bit.
My Team Lead got a new manager, and within a few months, my core went from above average to below average.
Lots of politics. Be sure you are 'friends' with the right people, and you will be fine.
Don't try to invent a story that leads to a given score. Build up feedback along the way over time and provide more continuous feedback. Be sure there will be an environment in which people feel safe so that they can develop themselves.
