Toxic work culture. Managers ask people to be in the office at odd hours. They are no empathetic enough. They want reportees to be in the office based on the time they come to the office.
Every miss / negative comment is documented, while appreciation is rare.
Show off culture. If you show that you're working without actually delivering things, then you get promoted. High performers often quit because they're not into office politics.
Colleagues try to pull you down so that they can climb up the ladder.
