Their system of promotion is very subjective and doesn't rely on performance. It's totally up to how much your manager likes you. If you're friends with your manager, you'll always get promotions; otherwise, don't expect your performance to play any role in your promotion.
Stop with the actual promoting system. It doesn't encourage any hard work and dedication.
