Different groups act very independently. Some groups are not managed well. Engineers who are struggling in one group should consider switching rather than going to another company. The size of the company sometimes creates bureaucracy that can make it hard to achieve some goals.
To upper-level management: If you see constant turnover in a group, investigate the mid-level management, especially when you see top performers leave the group.
