Leadership is not constantly trained and they do not always meet all the requirements of the vacancy, so how good the leadership is is defined by the leader's desire to be a better leader and not by prior training or preparation for the position.
It is very difficult to move positions and HR does not respond or often takes weeks to respond to issues related to promotions.
