Lots of strong engineers.
The engineering hiring bar was inconsistent, and sometimes candidates who did poorly in interviews eventually got hired as a result of a significantly lowered bar.
This is why you would see folks with 10 years of software development experience working as junior Software Engineers (not even Software Engineer II) at TripAdvisor.
Now, good engineers have to tolerate working with those folks, teaching them over and over again how to write code that does not suck.
