The wireless carriers are presently in a "race to the bottom," and the focus in the office has gone from best customer experience to managing costs. It's a very bureaucratic organization, and the quality of managers is very uneven.
The last two major reorganizations have left many confused and unable to understand why certain reporting structures were put in place.
Perception is that the re-orgs were just an excuse to reduce headcount.
