Management doesn't have an understanding of what role should be assigned to developers as per their skills. Sometimes, there is no development work for developers, and developers will be asked to work on different things which are irrelevant to their skills.

Advice to Management

Assign appropriate tasks to developers and testers as per their skills.

Arrange a proper KT session for new joiners.
