Pros

Walmart has loads of money, so they hire loads of engineers with the misguided philosophy that this will help them challenge Amazon. Unfortunately, this creates more problems than it solves.

Engineers are young, generally on their first gig (zero real-world experience), as are the managers. The total chaos created by the sheer number of engineers seems to mask the fact that nobody really knows what they are doing. If you are young or an H1-B, it's a perfect place to make your mistakes and build up some experience. Don't expect a career.

Cons

Basically, if you are not Indian, forget it.

Almost everyone is Indian, with the entire hierarchy of management being Indian.

Indians only hire Indians (mostly, anyway), and the Indian contract hiring companies generally have someone on the inside with the sole purpose of getting as many H1-B's hired as possible.

Not good, guys – either for non-Indians seeking a job or for Walmart as a whole.

Advice to Management

Investigate the hiring corruption.

Understand that more engineers doesn't mean better software or more features. Hire talent, whatever their background.
