It's not a tech company, and they're not looking for tech improvements. The team felt demotivated, and even though we were constantly asked for feedback, there was a strong hush-hush culture. Every time something was brought up, we were shut down straightaway.

Have technical leadership to understand what is really happening within the teams.

Also, give devs autonomy to make some technical decisions and to be able to feed into a technical backlog.

Agility doesn't mean the backlog is NEVER refined more than a sprint in advance!
