Those part of the tech side are required to work 9 hours (excluding lunch), which totals about 10 hours at work. Overtime is only counted after the 10th hour at work.
Chances for promotions are more dependent on one's (positive) visibility to the higher-ups. Even if you are skilled but not sociable enough to be well-known within the project, promotions are highly unlikely.
Please take into account those who are introverts when deciding promotions, and maybe remove the nine-hour workday.
