So, under the guise of "need to do this for project delivery," you won't get the job scope or career growth you were promised.

If you want to solve your high turnover issue, don't treat technical people as replaceable workhorses. Respect them and prioritize them over people who want to climb the corporate ladder for higher pay. Groom technical people to learn and problem-solve, then groom them into leaders. Instead of grooming smart people in general to be PPT warriors.
