Archaic projects, with no control over history. People are constantly changing projects, almost no one knows how it works. And the code is of appalling quality.
Add to that many clients at the Paris City Hall who have not understood that their interest was to be constructive and patient, but who, on the contrary, seek conflict.
Laissez les gens qui connaissent un sujet continuer à travailler sur le même sujet plutôt que de sans arrêt les faire changer.
Faites un minimum de documentation technique.
