The career plan and evaluation can be very bad depending on the project you work on. I worked for local teams for a few years and my experience was quite bad. Working for teams directly with the USA, the improvement is evident.

The performance evaluation was good only on a few occasions (in the current team it is good). Most years I saw how many undeserving people were rewarded, while those who truly strived were left aside. It depends a lot on the management you get on the project and the project's budget to cover bonuses and rewards.
