The company appears to be conducting a soft layoff. Using the excuse that the market is not positive, promotions are almost non-existent.
Combining the below-average salary, few promotions, and the request for in-person presence without any reason, I believe the company is creating conditions for employees to seek other opportunities, while at the same time avoiding a negative perception in the market associated with a layoff.
