I would advise top management to keep the focus on the people, try to motivate them a bit more, and maybe even lower top management rewards and keep that money in the company. Recently, pressures to fire people or get rid of them only incentivized "able" people to leave the company. Those that are lazy to change or feel good there despite low compensation remained.
Just this year, 20% of our project, including people who were most willing to learn and grow, left because they felt frustrated by company compensation (a guy was not compensated due to a freeze) but also by clients' unwillingness to adopt new policies.
