Getting release from a project is a very difficult task. In fact, I have seen a couple of my friends quitting the company itself when it was becoming hard to get release from a project.
I feel when someone wants to grow in his/her career and in that direction wants to move out of a project so that he/she gets an opportunity to learn new things, then the project should heed to that person's aspirations and let that person move, and not wait until he/she raises an exit request to listen to or start heeding their aspirations.
