Suppose in your offer letter variable is 1 lakh (15.6% of Fixed Pay), then for the first year, until you get a rating, your variable pay will be approximately 45% (i.e., 45k). The reason HR will give is that you just got a hike, and you don't have a rating, so you will get an average.
