Talk to the higher-ups and tell them to accept some risk with your employees. Nothing is 100% risk-free; not even walking on the streets on a sunny day, or driving your car, or taking a bike ride, etc.
Don't force employees to the office, but let them come if they want, no matter what the COVID numbers do. People can decide for themselves what risk to take or not to take. Not all, but some people really appreciate and need in-person contact.
