Struggling to shake off vendor-dominated technology teams, many leaders from back in time have no clue how to run teams. Historically, they had all vendors (very substandard folks and too much control), so some leaders rely heavily on vendors and have no idea how to hire or mentor full-time employees.
Too much politics if you end up in really toxic teams (trust me, there are plenty). A lot of attrition in such teams doesn't help with morale.
Shake up some of the leadership. Train and coach them on how to hire and retain talent. Take a good look at vendor relationships and drive quality there. I have seen some of the worst resources coming from them, forcing full-time employees to work with and manage them.
