Political, hierarchical, too much emphasis on PC and protocol than implementing solutions that will improve the process of getting work done and delivering efficiently. It appropriates Agile methodologies and injects them with a Waterfall soul.
Remove the obstacles that teams face in getting what they need from other teams/services with whom they need to integrate. Improve inter-band-level communication and transparency, particularly from the bottom up. Value your young engineers with fresh ideas and the drive to make a difference, and show them that you value them by giving them a more supportive environment to effectively contribute.
