You need to invest a lot more in improving organizational behavior. Productivity and morale suffer greatly because of weak organizational behavior protocols. Change takes time; I get it. Recent incremental improvements are a step in the right direction, but expand it. Educate yourself on how to build productive teams.
First round is an online HireVue with behavioral questions and MC. The second round is 1 hr 45 min behavioral plus technical with two engineers. I'm not sure if that's the final round, though.
