Recognize internal talent by performance. Many employees are leaving ASML because it does not offer this. You basically have to try some internal moves in order to get a promotion. Instead of hiring experienced people (who still have to learn a lot in the company, as its domain is quite specific and complex), prefer less experienced engineers and promote people with good performance and great experience inside the company.
