Getting data to test your code changes is like pulling teeth. Their monthly releases can be 50 to 100 projects, and everyone needs data. It's a nightmare.
Work on your SDLC process.
Have a solid on-boarding process for your consultants.
Add more resources to the data teams. The lack of data for testing code changes can break down a project and put it in Red status.
