Typical regulated big finance, where a tech person has to chase down permissions to deploy code. Deployments are a hassle. You spend lots of time on admin tasks as you would on developing code or project work. Stress comes from not having clear guidelines for projects, but the technical work isn't challenging.
Tech people don't like to chase down people for deployment. The documentation for moving things onto production is tedious. Management thinks code deployment can be done on a whim in this place, but it's not. Get a dedicated team to do the admin parts and let developers write code.
