So much legacy technology; like no one uses XML in Spring anymore.
There is definitely racial bias when it comes to promotions, favoring white employees over people of color, so it's not a meritocracy.

Management really needs to create a line of communication for employees to discuss things with their skip-level managers without fear of retaliation. So, if their manager is not doing their job, they have a choice other than just quitting.
