Unbelievably poor organization and no effective communication between managers and employees. Senior management is shockingly arrogant and completely removed from the real problems in their programs. The culture protects managers who violate ethical standards and those that are simply incompetent.
Most employees do as little as possible, try to stay off the radar, and hope to hang on until retirement. If you show any willingness to work, you will be crushed under the weight of the tasks pushed off on you. My last manager was by far the least effective and most corrupt man I have seen in over 25 years of professional experience. The few good managers in place are too overwhelmed or simply too afraid to challenge the status quo.
At least 50% of your managers should not be there. Clean house. And start listening to your employees.
