Program management is super corrupt, and working with them at any degree makes you not want to show up to work. The problematic program managers will never leave the program and will only continue to make things worse. They lie for their own agendas of hiring their buddies and getting themselves more money, causing everyone around them to work harder and get blamed when the program does not meet goals.
This also leaks into career growth. PMs keep other managers so bogged down in small daily problems, causing them to have very little time to develop their teams. Rarely are people promoted, but that might just be a Boeing problem in general.
Get new program managers. You'll know which ones.
