The management is so worried about "metrics" that they forget about common sense and lose sight of the big picture.
Sometimes work is done inefficiently as a result of management not using logic and reason when coming up with processes.
It's not enough to set goals such as "we want to reduce rework." You actually have to ask why it is happening in the first place and even dig deeper about why it's important.
Sometimes making rework easier and faster is a more logical solution than trying to reduce it. This is directed more towards our local management. I'm not sure how well it applies to Boeing overall; it's a very large company.
