Keep good employees on board. Laying off senior engineers in one department while hiring new kids in the next department over is a short-term fix at best. All the time and money spent to train experienced employees is being forced out the door.
More info sharing between programs. One program is struggling for qualified people while others are laying them off. You cannot tell me that somebody could not get the program managers together in a room for mutual benefit.
