Keep employees engaged and, in flight test, spend some money on training. OJT isn't always the best way to do things. The Navy has multiple programs that train its employees. Maybe have rotations in Flight Test to see what the different platforms are doing. Connect the four major test sites by keeping standard procedures throughout the four.
