Pros

A low-skill environment is excellent for even a beginner to pretend like they are an expert.

Cons

Routinely need to work with expert beginners who think they are experts only because they have been working on the same Java application since 1995.

Advice to Management

Management has nearly zero technical ability, so they are constantly tricked by the engineers below them into thinking the delays are unavoidable. In reality, the development team had a great deal of pressure to not admit they actually have no idea what they are doing.
