The internal supporting services have a completely wrong mindset. The "consultants" are not considered part of the team. :/

Treat the consultants as the main asset of the team (team = "Capgemini Organisation"). Respect them. Do not change the rules of the game unilaterally.
Refresh the mindset of most of the colleagues on the internal core services. They should see the colleagues as customers.
Here's an idea: implement a CSAT for those services ;)
Let the customers (consultants) review their colleague's service/work.
