Advice to Management

Requesting allocation of projects to all employees who are on the bench is the best practice for using all the resources (people) in an organization.

Don't recruit new candidates if you don't have enough projects.

Once new candidates are recruited, don't delay their onboarding process, as it may pave a way for them to choose another company instead of this.
