Performance management creates perverse incentives and a toxic work environment. Leadership is concerned more with perception than reality. Witnessed scapegoating on multiple occasions (though I was never the target). Many critical internal tools are slow, unstable, and supported by very, very weak engineers. It can be difficult or impossible to deliver results quickly due to ever-increasing red tape, poor internal platforms, and politics.
