Reviews are cut-throat due to the sheer amount of engineers that are there.

Endless amounts of red-tape.
Not having a certain bar for reviews is a slippery slope. Engineers can never do enough since they have no standard to set when it comes to reviews or goals. This will eventually lead to burnout and turnover. Reviews are very stressful, and the process is very vague.
