Performance doesn't matter at all regarding who stays and who gets fired from the company.
Too many meetings, too many teams doing similar things. Trivial things are made unnecessarily complex.
Little to no place to grow in a senior role.
Give the heads of the location office budget restrictions (e.g., salary budget needs to be lowered by $X or we need to reduce the workforce by Y people), so they can decide who to keep and who to let go.
When top performers need to go just because they've earned a 30% higher salary compared to low performers, that demotivates the whole team.
