Outdated or not technical senior engineers, clueless management. Engineers always have to worry about keeping their jobs safe rather than focusing on product growth.

Advice to Management

Senior management is more focused on building an empire for their BU rather than hiring and retaining the best talent to grow Cisco. They make engineers work on duplicate projects and overlapping products. Management and customers are both clueless about why such a thing is happening.
