Command and control is awful. They have an elitist technical leadership system, where who you are is way more important than how good your idea/knowledge is. All technical decisions are centralized with the elite, who reside in San Jose.
Modernize the structure of the company. Decentralize technical decision-making by giving teams ownership and empowering them to chart their own directions. Force the technical elite to lead by influence instead of by command and control.
