The company changes its guidelines all the time. They encouraged remote work, and I organized my life around remote work. Now, they want to return to in-person. They want me to go to the office three times a week, after moving me to another city that is about 1h30 away. But, at the same time, they want me to work on the weekend, after 6 PM, etc.

The promotion cycle happens only once a year. And, depending on the timing, you will see colleagues who don't deliver as much being promoted or receiving a larger raise just because they try to keep everyone "motivated".
