When you resign, they will ask you which company you are joining. If they consider the company a competitor, they will terminate you on the spot.
If you are not telling, they will assume you are going to a competitor. (Don't ask me the legality, as I am not a lawyer).
When you are terminated, your insurance coverage ends the same day at midnight. Most companies in the Bay Area cover until the end of the month.
Then they will try to get back the vested RSU (read the RSU agreement).

Reconsider your policy on terminating an employee on the spot when you think they are going to a competitor. If someone truly wants to steal your IP, they won't wait until their last two weeks on the job. So, you are not protecting anything. I'm guessing Dell is just doing it as CMA from a legal point of view.
