Since the company is just budding into the agile process, there are still pockets of management that adhere to the waterfall type of operation. This becomes a sort of heavy anchor, dragging the whole company from achieving the goal of faster growth.

Advice to Management

Embed a Scrum/Agile expert into each of the value streams, or provide long-term training for management leaders on Scrum and Agile processes until that process is fully embraced by all corners of the organization.
