Brand recognition, a legendary internet community, and a company making an attempt to be green.
Ridiculous custom framework you must use. Outdated version control system. Developers don't seem to be interested in working with better/new tools. High stress environment, and deadlines that must be met or else. Truly crummy tools to work with; you must restart the server for everything.
Really, the tools that developers must use at eBay are just sad. If you want to progress as a technology company, you need to be on the pulse of web development. Get rid of the painful processes and bring in fresh blood and ideas. Don't limit developers to standard eBay technologies.
