The salary is not very competitive.
They don't pay or contribute to the metro pass.
There is no union.
Listen more to your employees and authorize the creation of a union. Integrate a financial contribution for the metro pass. Raise the salary. Consider working 32 or 35 hours instead of 40 to increase productivity. Have more green initiatives.
