It's a bottom-up culture, so engineers make critical decisions on tech direction and implementation.

Cons

Too many layers, and a lot of managers grow the team for their own career climber reasons, not for business growth.

Advice to Management

Cut the CTO. IC to 4-5 levels, no matter what title each layer wants.
