Just enough management structure. Not too flat, not too tall.
Risk-averse – it is nearly impossible to get some projects in because test is terrified that it will destabilize the product. This means that most major changes that would dramatically improve the product are impossible to push through.
When game-changing design changes do come through, they are very poorly managed and executed and end up making things worse. No wonder test is terrified of things.
Status quo is the norm. Any attempts to deviate from the status quo will bring much personal pain.
Things are getting better, but the product itself is pretty stagnant. Many previously great individuals are starting to get disillusioned.
